Urges Congress and the Department of Defense to maintain the C-130 fleet at 300 aircraft per the United States Transportation Command's 2018 Mobility Capabilities and Requirements Study.

Requests recapitalization of Air National Guard C-130H aircraft to the C-130J Super Hercules, using the $15 billion contract awarded to Lockheed Martin in July 2020.

Highlights the 179th Airlift Wing in Mansfield, Ohio's 40+ year history operating C-130 variants and its role supporting national defense and NASA operations, including the Artemis I spacecraft testing.

Notes the Air Force considered eight ANG C-130H units for C-130J upgrades in 2021 but selected only three, excluding the 179th Airlift Wing despite its capabilities and $80 million annual economic impact.

Directs the House Clerk to transmit the resolution to the U.S. Secretary of Defense, Congress members, Ohio's congressional delegation, and Ohio news media.
