OH HJR4

Proposes constitutional amendments to three articles of the Ohio Constitution to prohibit local governments from allowing persons lacking elector qualifications to vote in local elections.

Amends Article V, Section 1 to explicitly state "Only a citizen of the United States, of the age of eighteen years" with required state residency and thirty-day voter registration qualifications may vote, and prohibits any person lacking these qualifications from voting in state or local elections.

Amends Article X, Section 3 and Article XVIII, Section 3 to subject county charters and municipal powers to the elector qualifications requirements established in Article V, Section 1.

Requires submission of the proposal to Ohio voters at the general election on November 8, 2022, with adoption requiring a three-fifths majority vote in both the House and Senate.

Takes effect immediately upon approval by a majority of electors voting on the proposal.
