Authorizes mental health professionals to provide crisis assessments to minors without parental consent if the minor may be suicidal or pose a risk of physical harm to others, and the parent or legal guardian is unavailable to provide consent.

Requires mental health professionals to make a good faith effort to notify the minor's parent, legal guardian, or custodian as soon as practicable after providing a crisis assessment.

Maintains existing law allowing minors age 14 and older to receive outpatient mental health services (excluding medication) without parental consent, limited to six sessions or 30 days, whichever occurs first.

Appropriates $3,570,000 for fiscal years 2022 and 2023 to distribute $70,000 grants to each educational service center to employ a licensed independent social worker to coordinate policy implementation and services.

Requires the director of mental health and addiction services to adopt rules identifying types of mental health professionals permitted to provide outpatient services and crisis assessments under the revised law.
