Amends section 4928.01 and repeals section 4928.148 of the Revised Code to eliminate legacy generation resource cost recovery provisions established by H.B. 6 of the 133rd General Assembly.

Terminates any mechanism for retail recovery of costs related to legacy generation resources (generating facilities owned by corporations formed before 1960 to provide power to the federal government, including Ohio Valley Electric Corporation).

Prohibits revival, reimposition, or reinstatement of any cost recovery mechanism for legacy generation resources under section 4928.143 or any other provision, and prevents assessment or collection of related charges from customers.

Requires electric utilities to promptly refund all revenues previously collected from customers through legacy generation resource charges, allocating refunds to customer classes in the same proportion as originally collected.
