Enacts the Human Life Protection Act, which becomes effective only upon a U.S. Supreme Court decision upholding state authority to prohibit abortion or adoption of a constitutional amendment authorizing states to prohibit abortion.

Prohibits purposely causing or inducing an abortion through drugs, substances, instruments, or other means; violation is a felony of the fourth degree punishable by 0.5-2 years imprisonment and up to $2,500 fine.

Establishes an affirmative defense allowing abortion only when necessary to prevent death or serious irreversible bodily impairment to the pregnant woman, requiring certification by two independent physicians and performed in a hospital with neonatal services.

Prohibits manufacturing, selling, or distributing drugs or devices intended to cause abortion; violation is a first-degree misdemeanor; does not apply to lawful medical supplies for other purposes.

Requires the state medical board to revoke physician licenses for violations; grants pregnant women civil action rights for wrongful death of unborn child with minimum damages of $10,000 plus court costs and attorney fees; grants women immunity from prosecution under this chapter.
