Establishes that every person has the right to obtain available distribution service or retail natural gas service from any qualified natural gas company or certified competitive retail natural gas service supplier.

Prohibits townships, counties, and municipal corporations from enacting ordinances, resolutions, building codes, or similar requirements that limit, prohibit, or prevent residential, commercial, or industrial consumers from obtaining natural gas distribution or retail service that would otherwise be available under Title 49.

Limits the prohibition to regulations under Chapters 4929 and 4933 of the Revised Code, Public Utilities Commission regulations and tariffs, and Sections 4 and 6 of Article XVIII of the Ohio Constitution.

Declares that this policy promotes increased utilization of the state's indigenous energy resources and promotes availability of natural gas services and goods.
