Amends Ohio Revised Code Section 3335.38 to establish a farm production, policy, and financial management institute within OSU Extension to train qualified persons to assist farmers with farm production practices, agricultural marketing, farm policy, and financial management challenges.

Gives priority enrollment to farm owners and managers, bank and farm credit agency employees or representatives, agricultural teachers, and OSU faculty and employees who agree to assist Ohio farmers.

Allows OSU Extension to charge participation fees, but may waive fees for participants granted priority enrollment status.

Appropriates $250,000 from the General Revenue Fund for fiscal year 2022 and $250,000 for fiscal year 2023 to fund the Farm Financial Management Institute.

Directs the Director of Budget and Management to establish accounts tracking the source and amount of funds for the appropriations made in this act.
