Grants criminal immunity from theft charges for any person who possesses a domestic animal that appears to be lost, subject to certain conditions.

Provides civil immunity from liability for damage to a lost domestic animal if the person does not intentionally cause damage to the animal.

Requires a person claiming immunity to contact the local dog warden or law enforcement officer within 24 hours of initially possessing the animal, or immunity protections do not apply.

Removes immunity protections if prosecution or plaintiff proves the person recklessly possessed the animal and did not believe it to be lost.

Grants licensed veterinarians civil immunity from liability (except for gross negligence) when providing emergency treatment without compensation to ill or injured animals, with a legal presumption that euthanasia performed is a humane act to relieve suffering.
