Enacts section 3701.353 of the Revised Code, known as "The Business Fairness Act," allowing businesses to continue or resume operations despite health department closure orders if they comply with all required safety precautions.

Permits a business to operate if it has been ordered to cease or limit operations by the Ohio Department of Health to prevent threats from a pandemic, epidemic, or bioterrorism event, provided the business follows all applicable safety requirements for permitted businesses.

Exempts from this provision any health department orders or rules that apply only to a particular business or location due to circumstances uniquely present at that specific location.

Declares the act an emergency measure effective immediately, citing the economic effects of COVID-19 as justification for expedited enactment.
