Rules must comply with federal highway administration guidelines and recommendations for pavement design and alternate bidding

Rules must be effective no later than January 1, 2022, and apply to all highway construction projects advertised for bids; Director must deliver copies to the General Assembly speaker, senate president, and relevant committee chairs
