Renames the offense of "ethnic intimidation" to "bias-motivated crime" throughout Ohio Revised Code section 2927.12

Expands protected categories to include gender, sexual orientation, and gender identity in addition to existing protections for race, color, religion, ethnicity, national origin, and disability

Requires the Ohio Attorney General to provide training for all peace officers on identifying, responding to, and reporting bias-motivated crimes, including incorporation into basic training programs and the Ohio Peace Officer Training Academy curriculum

Mandates state and local law enforcement agencies to submit bias-motivated crime data to the Ohio Department of Public Safety and the FBI in accordance with the federal Hate Crime Statistics Act, with annual public reports prepared by the Division of Criminal Justice Services
