Establishes that fiscal officers shall not be held liable for loss of public funds when they perform all official duties with reasonable care, but remain liable only for losses resulting from negligence or wrongful acts

Applies liability standard to officers in counties, townships, municipalities, community college districts, technical college districts, state community college districts, public library boards, and regional water and sewer districts

Covers treasurers, auditors, fiscal officers, deputy fiscal officers, and compliance officers in the specified public entities

Creates uniform liability protection across multiple levels of Ohio government and special districts by enacting ten new sections of the Revised Code
