Amends Ohio Revised Code Section 4511.21 to require school zone speed limit signs be marked either by signs equipped with flashing or other lights indicating when the school zone speed limit is in effect, or by signs giving notice of the hours when the school zone speed limit applies.

Specifies that signs equipped with flashing or other lights must be activated by a time clock, automatic device, or manually, with the Director of Transportation establishing standards governing their use.

Requires the end of every school zone to be marked by a sign indicating the end of the zone, replacing previous language that made this optional.

Appropriates funding from the Highway Operating Fund (Fund 7002) to the Department of Transportation for all changes to school zone signage standards and equipment resulting from this act, effective fiscal year ending June 30, 2022.
