Establishes a process for expunging (destroying and permanently erasing) eviction case court records upon motion by a tenant, manufactured home park resident, landlord, or the court itself.

Creates automatic expungement seven or more years after an eviction judgment unless the landlord provides information demonstrating why the record should be retained.

Establishes a rebuttable presumption favoring expungement for motions filed three or more years after the eviction judgment.

Requires courts to consider landlord input before ordering expungement and mandates two specific findings for cases sought to be expunged less than seven years after judgment: that the record is no longer a reasonable predictor of future tenant behavior and that expungement serves the interests of justice without outweighing public interest in the record.
