Expands Ohio Turnpike and Infrastructure Commission authority to address toll evasion through administrative hearings, invoices, and late fees, with disputes resolved in Cuyahoga County Court of Common Pleas.

Prohibits vehicle registration or transfer for individuals who fail to pay tolls or dispute invoices within 60 days of a second notice, unless the commission confirms payment or dismissal.

Creates new section 5537.29 establishing strict protections on personal information collected during toll processing, limiting disclosure to governmental agencies, law enforcement, courts, and other specified purposes with narrow exceptions.

Modifies tow and title procedures to allow searching records through "applicable entities" (not just the bureau of motor vehicles) and changes notice requirements for towed vehicles to allow certified mail with electronic tracking or commercial carrier services instead of only traditional certified mail.

Updates vehicle registration denial criteria to include violations of toll payment provisions in section 5537.041 and clarifies joint liability provisions for vehicle owners and operators regarding toll evasion on the Ohio Turnpike.
