Enacts Ohio Revised Code section 1509.228 to establish conditions for selling processed brine from oil and gas operations as a commodity exempt from standard brine regulations.

Requires permit holders seeking to sell brine to demonstrate that intended use will not cause damage or injury to public health, safety, or environment through certified laboratory analysis and approved documentation.

Establishes specific chemical and radiological limits brine must not exceed, including arsenic 5.0 mg/l, cadmium 0.2 mg/l, lead 1.0 mg/l, radium-226 20,000 picocuries/l, and benzene 0.31 mg/l.

Permits sale of qualifying brine for deicing, dust control, portable restrooms, or other chief-approved purposes after obtaining Department of Transportation approval or third-party certification.

Limits chief's annual sampling authority to four samples per commodity seller and prohibits adoption of additional requirements beyond those specified in the section.
