Prohibits state public authorities from requiring or prohibiting contractors and subcontractors from entering into project labor agreements with unions as a condition for public improvement contracts

Extends restrictions to political subdivisions (counties, townships, municipal corporations) when their public improvement projects include state-appropriated funds

Prohibits public authorities from discriminating against bidders, contractors, or subcontractors who refuse or elect to enter into labor organization agreements

Allows public authorities to award contracts to entities that voluntarily choose to enter labor agreements, as long as such agreements are not a condition for the award

Provides enforcement through civil complaints filed within two years of contract signing, with courts authorized to void contracts and award attorney's fees to prevailing plaintiffs
