Amends section 6117.02 of the Revised Code to expand eligibility for discounted sewer and drainage rates or charges established by county boards of commissioners.

Adds two new categories of eligible persons to existing discounted rate provisions: low- and moderate-income persons and persons experiencing temporary hardship.

Allows county commissioners to establish discounted rates, charges, or other reduction mechanisms for eligible individuals, with boards determining specific eligibility requirements.

Maintains existing requirement that persons aged 65 and older who are eligible for homestead exemption may receive discounted rates.

Repeals existing section 6117.02 and replaces it with the amended version containing expanded eligibility criteria.
