Am. Sub. S.B. 185 Summary

• Imposes a mandatory five-year prison term for aggravated vehicular homicide (section 2903.06) when the victim is a firefighter or emergency medical worker, in addition to any existing sentencing requirements.

• Amends section 3761.16 to allow political subdivision officials to cordon off riot-threatened areas and prohibit firearms, ammunition, and explosives during riots or clear and present danger of riots.

• Enacts section 5502.411 declaring firearms, ammunition, deadly weapons, and related businesses as "essential" services during emergencies and prohibits state/local officials from restricting, registering, seizing, or regulating lawful possession and use of firearms and ammunition during declared emergencies.

• Protects concealed handgun licenses by automatically extending expiration dates during gubernatorial emergency declarations plus an additional 90 days, with continued validity under all applicable conditions.

• Establishes civil remedies allowing individuals adversely affected by violations of the firearm rights protections to sue for damages, injunctive relief, and reasonable attorney fees against state or local officials and agencies.
