Establishes a five-member state Board of Building Appeals appointed by the governor with senate approval, requiring one attorney, one registered architect, one professional engineer, one fire prevention officer, and one person with plumbing or pipefitting experience.

Authorizes the Board to establish appeal filing fees not to exceed $200 and additional fees for expedited appeals.

Creates expedited appeal procedures allowing appeals to commence within one day and hearings within five days of request, excluding weekends and legal holidays, with fees capped at $500 per day and $1,000 total for expedited appeals.

Permits expedited hearings to be conducted by teleconference, video conference, or other electronic technology, and exempts them from the standard seven-day notice requirement while ensuring parties receive prior notice.

Allows local certified boards of building appeals to establish additional fees for expedited proceedings under the new section 3781.21.
