Amends section 307.04 of the Revised Code to allow county utility supply contracts entered into under a joint purchasing program (section 9.48) to exceed the 10-year maximum contract period.

County boards of commissioners may continue to award contracts for light, heat, or power to county buildings for periods not exceeding ten years, except for contracts under the joint purchasing program which have no time limit.

Sections 5705.41 and 5705.44 of the Revised Code remain inapplicable to county utility supply contracts.

Declared an emergency measure to take immediate effect, citing that the 10-year restriction prevents counties from obtaining more favorable energy prices and creates competitive disadvantages.
