Amended Substitute Senate Bill 202 - Summary

• Prohibits courts, child services agencies, and adoption agencies from denying or limiting custody, parenting time, visitation, adoption, or guardianship rights solely based on a person's disability, while allowing consideration of necessary reasonable modifications and supportive services.

• Modifies judicial qualifications for municipal, county, and common pleas judges, courts of appeals, and Supreme Court justices to accept practice in federal courts, in-house counsel experience, and government attorney positions as alternatives to traditional state law practice.

• Establishes the Task Force on Bail to collect and analyze data on bail usage in Ohio counties through standardized questionnaires and submit recommendations to the General Assembly within six months.

• Makes various changes to probate and estate law regarding disinterment of human remains, presentment of estate claims, trust administration procedures, and real property instruments.

• Converts one part-time judgeship in Fulton County County Court to full-time effective January 1, 2023, until the court is abolished January 1, 2024, and authorizes conveyance of state-owned land in Lucas County to the Lucas County Commissioners.
