Enacts section 3379.13 of the Revised Code to regulate Ohio Arts Council grant administration requirements.

Prohibits the Ohio Arts Council from discriminating against or penalizing grant applicants for receiving additional funding from the state, political subdivisions, federal government, or state institutions of higher education.

Prohibits the Ohio Arts Council from discriminating against or penalizing grant applicants that are owned or operated by a political subdivision or state institution of higher education.

Requires applicants owned or operated by political subdivisions or state institutions of higher education to: derive at least 51% of income from outside that entity, manage their own budgets, conduct annual independent audits, maintain an independent board, and have an arts-based mission.

Requires state institution of higher education applicants to not present work exclusively by or for students.
