Prohibits public school districts, state boards of education, and the department of education from requiring students, teachers, employees, or visitors to wear facial coverings after the 2020-2021 school year, while allowing voluntary mask use.

Prohibits state institutions of higher education from requiring individuals to wear facial coverings to attend in-person instruction, institution-sponsored activities, dormitories, or any campus location after the 2020-2021 academic year, except in medical settings.

Requires any business that elects to require facial coverings on its premises to post notice in a conspicuous place stating that exemptions exist for individuals with documented medical conditions that contraindicate mask wearing.

Permits boards of health and public health authorities to continue taking action to prevent spread of communicable or contagious diseases regardless of these restrictions.

Applies facial covering prohibitions to community schools, STEM schools, and college-preparatory boarding schools through compliance requirements in their governing statutes.
