Establishes the Department of Veterans Services' duty to develop and maintain outreach programs across multiple state agencies including housing, education, workers' compensation, mental health services, corrections, and professional licensing to connect veterans with benefits and services.

Requires professional licensing agencies to recognize military training and experience as equivalent to educational and experience requirements for certain occupational licenses.
