Creates a 7-member Public Assistance Benefits Cliff Study Committee comprised of 2 Senate members (one majority, one minority party), 2 House members (one majority, one minority party), and 3 members from nonpartisan community organizations focused on health, social, and economic issues appointed by the Governor

Defines "benefits cliff" as the sudden decrease in public benefits that can occur due to a small increase in earnings

Committee must study and take testimony on benefits cliffs related to Medicaid, SNAP, WIC, TANF programs, Home Energy Assistance Program, affordable housing, publicly funded child care, and other income-based public assistance programs

Committee shall submit an informational report to the General Assembly and Governor within one year that includes findings, testimony summary, and recommendations for legislation and administrative rules to eliminate benefits cliffs

Committee ceases to exist after submission of the report
