Amends section 4141.43 and enacts new section 4141.433 of the Revised Code to require legislative approval before implementing new voluntary federal unemployment compensation programs.

Prohibits the governor or director of job and family services from entering into agreements or issuing orders to implement voluntary unemployment programs created after the bill's effective date unless the general assembly approves by concurrent resolution.

Applies restrictions to programs that subject employers to additional requirements, increase weekly benefit amounts or benefit duration, provide benefits beyond existing law, or require new administrative processes or systems.

Allows the general assembly to rescind any agreement or order implementing a restricted program by adopting a concurrent resolution.

Takes effect January 1, 2022.
