Establishes grant program for performing arts organizations and cultural arts museums in Ohio that suffered revenue losses due to state COVID-19 orders issued on or after March 9, 2020

Eligible organizations must be based in Ohio, operated by or funded by political subdivisions, state universities, or charitable organizations, and manage independent budgets with annual independent audits

Grant amounts capped at the lesser of $3 million or 7% of 2019 operating budget for performing arts organizations and 5% for cultural arts museums, based on documented revenue losses

Grant funds may be used for employee compensation and recruitment, rent or mortgage payments, operating costs, capital expenditures for health and safety improvements, and compliance with COVID-19 orders between March 9, 2020 and November 1, 2021

Appropriates $50,000,000 from the General Revenue Fund in fiscal year 2022 for the Arts Grant Program, with unspent funds reappropriated to fiscal year 2023
