Amended Substitute Senate Bill 239 Summary

• Enacts new sections 5103.57, 5103.58, and 5103.59 of the Revised Code establishing qualifications and training requirements for professional treatment staff in specialized foster home programs operated by public and private child services agencies.

• Requires professional treatment staff employed by public children services agencies to meet training requirements under sections 5153.112 and 5153.122 of the Revised Code.

• Allows private child placing and noncustodial agencies to offer training programs for their professional treatment staff upon department approval, with approval or disapproval required within 60 days of submission.

• Directs the Department of Job and Family Services to establish a comprehensive, competency-based training program for professional treatment staff at private agencies, after which all training must be provided by the department only.

• Amends Section 261.150 of H.B. 110 to establish Medicaid payment rates for intermediate care facilities serving individuals with intellectual disabilities (ICF/IID) for fiscal years 2022 and 2023, with fiscal year 2023 rates determined under existing Chapter 5124 provisions and up to $10,000,000 in state funding allocated for payment rates.
