Authorizes the creation of community school networks by merging one nonprofit operator with four or more community schools it has operated for the three most recent school years.

Requires that all community schools in the proposed network be located in the home district's county or an adjacent county, and that a majority of schools meet performance standards (at least "three stars" rating or ranked in highest sixty percent of district schools).

Establishes that a community school network is treated as one school for most purposes, with one primary identification number (IRN) for network-level reporting and separate secondary IRNs for individual schools used for educational progress and school-specific grants.

Requires networks to have a single governing authority, one licensed fiscal officer, one common administration with site-based administrators at each facility, and one or more sponsors with contracts identifying their respective schools by secondary IRN.

Allows compliant networks to expand by adding existing community schools or establishing new start-up schools within the geographic area, with the department assigning secondary IRNs for newly created schools.
