Enacts section 2151.317 of the Revised Code to establish 31 specific rights for all children in foster care in Ohio.

Guarantees protections including freedom from abuse, privacy, uncensored communication, access to telephone, and protection of personal belongings.

Requires personnel to be qualified to assess risk, full health and psychological screening upon entry, and referral for necessary medical, emotional, and educational services.

Establishes rights to remain with parents unless removal is necessary, regular visitation with siblings at least weekly and parents at least monthly, and involvement in case plan development.

Includes protections regarding education, clothing appropriate to gender identity, control of money and savings accounts for youth 14 and older, and freedom from discrimination based on race, sex, gender identity, sexual orientation, disability, religion, color, or national origin; limits enforcement to existing appropriations.
