Amends section 9.48 of the Revised Code to explicitly include construction services in the definition of "services" for joint purchasing purposes.

Permits political subdivisions to participate in contracts for equipment, materials, supplies, or services entered into by other political subdivisions, with participating subdivisions charged reasonable fees to cover additional costs.

Exempts acquisitions through joint purchasing programs from competitive selection requirements if the underlying contract was awarded through a publicly solicited request for proposal or competitive procedure.

Allows political subdivisions to purchase directly from other parties at lower prices than available through association programs, provided terms, conditions, and specifications are equivalent or better.

Establishes that joint purchasing authority supplements existing state law and constitutional powers, without restricting municipal charter, ordinance, or resolution provisions.
