Creates new criminal offense of "aggravated bullying" as a third-degree misdemeanor, prohibiting students from knowingly causing another student to believe they will suffer serious emotional or physical harm.

Requires school boards to establish tiered disciplinary procedures for harassment, intimidation, or bullying violations, ranging from first-violation warnings through peer mediation, parent meetings, in-school suspension, out-of-school suspension, and referral to prosecuting attorney for sixth violation.

Mandates each school district establish a diverse peer mediation team in each school building for second-violation disciplinary responses.

Requires all students receive annual age-appropriate instruction on preventing harassment, intimidation, and bullying and on the school's disciplinary policy, with written statements sent to parents annually.

Establishes civil immunity for school employees, students, and volunteers who report incidents in good faith and compliance with district policies.
