Clarifies that the Ohio Lottery Commission has authority to conduct internet lottery gaming, in addition to video lottery terminal games and lottery sports gaming.

Defines "internet lottery gaming" as an internet-based version of lottery gaming where lots are drawn to determine winners by chance among ticket purchasers, and explicitly excludes video lottery terminal gaming.

Prohibits internet lottery gaming from including electronic versions of Pick 3, Pick 4, Pick 5, Rolling Cash Five, and Classic Lotto games; games of chance; horse racing wagering; casino gaming; fantasy contests; sports gaming; or games simulating casino games with "reveal all" features.

Increases lottery sales agent compensation by one-quarter percent more than the base commission rate in the first year internet lottery gaming is conducted, and one-half percent more thereafter.

Requires the commission to distribute 3.5% of internet lottery gaming sales equally among all lottery sales agents on a quarterly basis.
