Requires the Ohio Department of Transportation director to specifically notify any school located within one-half mile of a proposed new highway or significant highway change that will be impacted by the project.

Mandates public involvement activities comply with the National Environmental Policy Act and may include public meetings, hearings, workshops, electronic communications, and other appropriate methods for information exchange in each affected county.

Limits the total mileage increase of the state highway system to 200 miles in any one year.

Defines "school" to include public schools (city, local, exempted village, joint vocational districts), educational service centers, community schools, STEM schools, college-preparatory boarding schools, and both chartered and nonchartered nonpublic schools.

Repeals the existing section 5511.01 of the Revised Code and replaces it with these new requirements.
