Amends section 3701.242 of the Revised Code to modify HIV testing consent and notification requirements for individuals receiving medical care.

Requires health care providers to notify individuals that an HIV test is planned and inform them of their right to refuse the test, with notification permitted verbally, in writing, in person, or electronically.

Allows minors to consent to HIV testing without parental consent, and prohibits parents or guardians from being charged for such tests performed without their approval.

Maintains requirements for post-test counseling following HIV-positive results and the right to anonymous testing, with referrals required if a facility cannot provide anonymous testing.

Specifies exceptions to consent and counseling requirements in medical emergencies, research, organ donation, incarcerated persons, and health care worker exposure situations.
