Modifies notification procedures for multiple state agencies (Medicaid, health department, transportation, tax commissioner) to allow electronic delivery methods and email as alternatives to certified mail.

Creates new sections 1509.031 and 3745.019 to allow electronic submission of documents and enable alternative notification methods for oil and gas management and environmental protection agency proceedings.

Updates notification requirements across various state programs to modernize delivery methods while maintaining requirement for documenting recipient receipt where applicable.
