Any veteran and any unemployed mobility impaired person may obtain a free identification card valid for eight years instead of paying applicable fees.

Veterans with service-connected disabilities rated at 100% by the Veterans Administration qualify for free identification cards and free duplicate or replacement cards without payment of fees.

Unemployed nonveteran residents who are permanently or irreversibly disabled or mobility impaired may obtain free identification cards and free duplicates or replacements without payment of fees.

Identification cards for qualifying veterans and disabled or mobility impaired persons shall expire on the cardholder's birthday in the eighth year after issuance, with the registrar issuing reminder notices six months before expiration.

Existing sections 4507.50 and 4507.52 of the Revised Code are repealed and replaced with these amended provisions.
