• Establishes minimum wage requirements for domestic workers at the higher of Ohio's minimum wage or the federal Fair Labor Standards Act minimum wage.

• Limits domestic workers to 8 hours per day and 40 hours per week (44 hours if residing with employer), with overtime pay at 1.5 times normal wage for additional hours.

• Guarantees domestic workers at least 24 consecutive hours of rest weekly and 3 paid rest days annually for workers employed over one year.

• Prohibits employment discrimination against domestic workers based on race, religion, sex, or national origin, and establishes sexual harassment protections.

• Directs the Director of Commerce to study the feasibility of allowing domestic workers to organize for collective bargaining purposes by December 31, 2022.
