• Naloxone Access: Expands authority for any person or government entity to purchase, possess, distribute, and personally furnish naloxone (opioid overdose antidote) under specified conditions including proper packaging, manufacturer instructions, and appropriate storage.

• Narcotic Testing Products: Allows persons to provide, administer, or utilize narcotic testing products including fentanyl test strips without criminal prosecution or civil liability when acting in good faith to determine presence of toxic substances.

• Pharmacy Dispensing: Authorizes pharmacists and pharmacy interns to dispense naloxone without a prescription to individuals at risk of opioid overdose or those positioned to assist them, following established protocols.

• Healthcare Provider Authority: Permits physicians, physician assistants, and advanced practice nurses to issue prescriptions for naloxone and establish protocols for personal furnishing of the drug without requiring prior examination of the recipient.

• Emergency Administration: Allows any individual to administer naloxone to someone experiencing an apparent opioid overdose with immunity from criminal prosecution and civil liability when acting in good faith and following proper procedures.
