Prohibits state and local governments from investing in, granting incentives to, or contracting with Russia or Russian-based companies.

Requires Ohio's pension funds and investment funds to divest from direct holdings in Russian companies within three months of identification.

Establishes the Ohio Investment Policy Board to identify Russian-based companies, notify them of divestment requirements, and maintain a list for distribution to public authorities.

Allows companies 90 days to provide evidence they are not based in Russia to be removed from the divestment list.

Declares the act an emergency measure due to Russia's invasion of Ukraine, with immediate effect.
