Triggers when Congress enacts Subtitle D, Section 23002 of the Build Back Better Act (H.R. 5376) and appropriates funds for it, requiring the Governor to submit a universal preschool program plan to the U.S. Secretary of Health and Human Services

Governor must designate a lead agency to administer the program within 30 days after the plan is approved, with administration beginning within 30 days of funds becoming available

Lead agency must support continuous quality improvement including data analysis, monitoring, training, technical assistance, professional development, and coaching for participating providers

Lead agency shall provide outreach and enrollment support to families of eligible children, with specific focus on underserved populations, and support staff in obtaining credentials and degrees including baccalaureate degrees

Lead agency must ensure access to inclusive preschool for children with disabilities, provide age-appropriate transportation for eligible children including those experiencing homelessness and in foster care, and conduct or update statewide needs assessments
