Requires the Ohio Department of Medicaid to conduct a rebasing of direct care costs for nursing facility Medicaid payment rates for state fiscal year 2023

Directs the Department to use calendar year 2021 cost reports instead of the applicable calendar year when calculating direct care costs in accordance with section 5165.19 of the Revised Code

Limits rebasing to only the direct care costs cost center and excludes rebasing of other cost centers

Establishes an effective date of July 1, 2022 for payment of nursing facility rates based on the rebased direct care costs

Reappropriates unexpended, unencumbered funds from three Medicaid appropriation items (651525, 651623, 651689) at the end of fiscal year 2022 to the Department of Medicaid for purposes of implementing this rebasing in fiscal year 2023
