Designates April as "Powerboat Safety Month" to emphasize dangers of carbon monoxide poisoning on powerboats, with the Department of Natural Resources required to disseminate public information during April or more frequently.

Requires dissemination of information about carbon monoxide risks including that it is colorless and odorless, that gasoline engines and generators produce it, symptoms are flu-like, and owners should install carbon monoxide detectors.

Recommends powerboat owners maintain 20-foot distance from boats running generators or engines and keep carbon monoxide outlets from becoming blocked, noting open air boating reduces but does not eliminate risks.

Increases maximum annual grant amount from $30,000 to $60,000 that the Division of Parks and Watercraft may award to political subdivisions, conservancy districts, state departments, or nonprofit organizations for boating safety education programs.

Maintains requirement that grantees provide at least 25 percent cost share through cash, in-kind services, or contributions, and specifies moneys may be used for personnel salaries, training, materials, supplies, equipment, and related expenses.
