Gives "eligible tenant-buyers" (current occupants under pre-default rental agreements who are not the mortgagor or their relatives) the right to match the successful bid to purchase the property.

Allows "eligible bidders" (owner-occupants, nonprofits, affordable housing developers, community improvement corporations, and public offices) to submit bids exceeding the successful bid amount within 45 days of the sale.

Requires affidavits and certified payment methods (cash or cashier's checks) for all post-sale bids, and prohibits perjury charges if prospective owner-occupants cannot occupy within 60 days due to eviction proceedings or possession writs being necessary.
