Requires a $20 contribution per application and renewal, deposited into the license plate contribution fund, with funds paid to the nonprofit Ohio Conference of Teamsters and Industry Health and Welfare Fund to further the nonprofit's mission.

Imposes a $10 administrative fee per application to compensate the bureau of motor vehicles for processing the specialty plates, deposited into the public safety-highway purposes fund.

Amends section 4501.21 to add the new Teamsters license plate contribution to the existing license plate contribution fund, which distributes revenues from various specialty plates to designated charities and organizations.

Repeals the existing version of section 4501.21 and replaces it with the amended version that includes provisions for the new specialty license plate program.
