S.B. 354 Summary

• Amends section 2329.27 of the Revised Code to establish eligibility restrictions for foreclosure property bidders based on building code violations and outstanding fines.

• Prohibits persons who own any residential property containing one to four single-family units from bidding on other similar residential properties if they owe outstanding building code violation fines to the state, county, municipal corporation, or township, or if any property they own has unresolved building code violations.

• Creates the Ohio Housing Study Committee with 16 members appointed by legislative leaders, the Ohio Municipal League, Ohio Housing Council, County Auditors' Association of Ohio, Ohio Realtors, and the Governor.

• Directs the Committee to study institutional investing, rent control, and market-rate housing affordability, with members appointed by January 1, 2024, and the Committee ceasing to exist on October 31, 2024.

• Designates the Division of Real Estate and Professional Licensing within the Department of Commerce to provide administrative support and report compilation assistance to the Committee.
