Amends sections 3317.013 and 3323.01 of the Revised Code regarding special education funding multiples and definitions for children with disabilities and developmental delays

Adds "developmentally delayed" as a category eligible for the 0.6179 funding multiple for students identified as specific learning disabled, developmentally disabled, or having other health impairment-minor, or preschool children who are developmentally delayed

Expands the definition of "child with a disability" to include children ages 3-10 years old who are experiencing developmental delays as measured by diagnostic instruments in physical development, cognitive development, communication development, social or emotional development, or adaptive development

Changes the age threshold for preschool children with developmental delays from "less than six years" to "less than ten years" of age to qualify for special education and related services

Repeals existing sections 3317.013 and 3323.01 and replaces them with amended versions incorporating these changes
