Am. Sub. S.B. No. 4 - Summary

• Adds emergency service telecommunicators, protective services workers, certain Ohio National Guard members, and certain mental health care providers to the list of "designated public service workers" whose residential and familial information is exempt from public records disclosure under the Public Records Law.

• Expands the definition of "designated public service worker residential and familial information" to protect the personal addresses, phone numbers, financial accounts, medical information, beneficiary names, and family member contact details of these workers from public disclosure.

• Allows the Adjutant General to designate Ohio National Guard members participating in remotely piloted aircraft operations, special forces operations, or cybersecurity duties as designated public service workers entitled to privacy protections.

• Modifies Ohio Workers' Compensation Law section 4123.88 to restrict information identifying claimants' addresses or telephone numbers, while maintaining limited disclosure to journalists upon written request meeting specific requirements.

• Maintains existing Public Records Law provisions for journalists to request certain protected information from designated public service workers and workers' compensation claimants upon written request demonstrating public interest.
