Redefines "massage therapy" to mean treatment of human body disorders through manipulation of soft tissue using systematic external application of massage techniques, excluding manipulation of reproductive organs, perineum, rectum, or anus unless prescribed by authorized physicians.

Requires township boards to establish massage establishment regulations including a mandate that all massage therapy be performed by persons licensed under specific professional boards (cosmetology, nursing, medicine, chiropractic, occupational therapy, physical therapy, athletic training, or enrolled students in approved programs).

Establishes permit requirements for massage establishments with initial filing fees of $250 and annual renewal fees of $125, including health and safety inspections and criminal background checks.

Prohibits massage establishment employees from touching sexual or genital areas, wearing inappropriate clothing, or engaging in any acts suggesting sexual services; violations are misdemeanors of the third degree.

Makes unlawful advertising of massage services with promises of sexual activity a first-degree misdemeanor and grants municipal corporations authority to regulate and license massage establishments within their jurisdictions.
